COR starts voting on legislative proposal for Amendment of law of Provinces not Organized into Region, finishes reading three laws
In its 15th ordinary plenary session held on Saturday August 19, 2017 the COR started voting on legislative proposal for Amendment of law of Provinces not Organized into Region, finished reading three laws and voted on two parliamentary resolutions.
The session was chaired by H.E. the Speaker Dr. Saleem al-Jubouri and attended by 180 MPs.
At the outset of the session, the Speaker assigned the Committees of Integrity and Legal Affairs to investigate bribery allegations made by MP Huda Sajjad against MPs who withdraw their signatures from interpellation petition.
The COR voted on a proposal made by the Presidency of the Council of Representatives stipulated that any MP who signs the request for questioning is not allowed to withdraw his signature.
The Council voted on a parliamentary resolution urging the Ministry of Electricity to supply Basra governorate with the maximum possible number of hours of electrical energy.
Al-Jubouri offered, on behalf of the council, heartfelt condolences to MP Mishaan al-Jubouri on the death of his brother.
The Presidency board postponed the vote on the legislative proposal for provincial and district councils’ elections submitted by the committees of Legal Affairs and Regions and Governorates not Organized into Region as the representatives of Kirkuk province were unable to reach an agreement on the disputed articles. The Speaker set a deadline of Monday to present the legislative proposal for voting.
The Council voted on a resolution allowing sixth grade students to be given an opportunity to improve their grading.
COR started voting on legislative proposal for the third Amendment of law of Provinces not Organized into Region (No. 21) of 2008 submitted by Committees of Legal Affairs and Regions and Governorates not Organized in a Region, provided that the vote on the law should be completed after holding a joint session of the two concerned committees under the auspices of the Presidency to reach a final draft.
The Council started reading report and discussion of the legislative proposal for cassation in favor of the law in the provisions and decisions concerning real estate property submitted by Legal Affairs, Agriculture, Water &Marshlands, Finance, and Deportees & Displaced. Committees. The Speaker directed to continue discussing the legislative proposal and instructed the Committee of Deportees & Displaced to prepare a report about it to be submitted in the next session.
The Council finished reading report and discussion of the legislative proposal for the law of the Council of the Union submitted by the Legal and Regions & Governorates not organized into a Region committees. The Council then discussed the formation of a special committee to discuss article (125) of the Constitution at the request of MP Imad Jukhna.
The COR finished the first reading of the legislative proposal for the law of collecting the same payment for state-owned lands for non-agricultural purposes submitted by Committees of Agriculture and Water and Resources.
The Council completed the first reading of the legislative proposal for the amendment of the National Card Law No. (3) of 2016 submitted by the Legal Committee.
The session was the adjourned to next Monday 21/8/2017.
