COR votes on parliamentary resolution, discusses situation in Basra
In its 20th ordinary plenary session held on Monday, September 18, 2017, the COR voted on a parliamentary resolution and discussed the service and security situation of the province of Basra in addition to the discussion of the report submitted by the Committee of Experts to select the members of the Independent High Electoral Commission.
The session was chaired by H.E. the Speaker Dr. Saleem al-Jubouri and attended by 172 MPs.
At the outset of the session, the Council voted on a parliamentary resolution submitted by the Commission of Human Rights stipulating that the federal government should pay the salaries of staff of Nineveh province and the liberated areas who resumed their duties.
The Security and Defense Committee recited a statement denouncing the terrorist attack that targeted the province of Dhi Qar and killed and injured dozens of innocent people. The Council voted on the recommendations of the Committee concerning the massacre.
The Council discussed the service and security situations of the province of Basra.
On the other hand, the Speaker adopted a decision to suspend the membership of MP Fares Al-Fares until he apologizes and considered what he did a crime of aggression that requires judicial intervention to take the necessary measures and to refer him to the Code of Conduct Committee to determine the appropriate punishment (which might consist of expulsion from the COR) for breaching code of conduct.
The Speaker also instructed to suspend the membership of MP Shouruq al-Abayachi for 6 days and to refer her to the Code of Conduct Committee to take the necessary measures for breaching the code of conduct.
Al-Jubouri reviewed the names of some MPs who have been given final warnings for reaching the limit required to terminate their membership under the law.
On the issue of the Independent High Electoral Commission, the Speaker stressed that the work of the Commission will end on the 20th of this month, so the COR should vote on the amendment to the legislative proposal for the Electoral Commission or extend the work of the current Electoral Commission.
The Committee of Experts then read out a report about its work since it was established on 9/2/2017 under the chairmanship of Deputy Speaker Aram Sheikh Mohammed.
On another issue, MP Fares Al-Fares apologized to the Council of Representatives and to MP Mohammed Al-Karbouli regarding the dispute.
The session was then adjourned to next Tuesday 19/9/2017.
